Ask three Los Angeles plumbers to quote the same water heater replacement and you'll get three prices that can differ by $2,400 or more. None of them will tell you why. None of them will publish their price list on their website. And most of them will add "unforeseen complications" to your final invoice after the work is done.
We think that's broken β so we've been publishing our exact pricing since 2019. This guide is the 2026 edition, built from real numbers from our last 3,400 LA service calls (May 2025 through May 2026). The diagnostic visit: $89 (waived with repair)
Every residential service call starts with a diagnostic visit. A licensed technician arrives within the promised window, conducts a full inspection β including camera scope when relevant β and documents exactly what's happening with photos and video. You get a written, itemized estimate with good/better/best options where applicable.
The $89 fee covers truck roll, technician time, and basic diagnostic tools. If you proceed with any repair over $200, the $89 is credited back β making the diagnostic effectively free for any meaningful job.
Why charge at all? Two reasons. First, it filters out "free estimate" shoppers who book five plumbers and never hire any. Second, it funds the time technicians spend doing thorough inspections instead of rushed sales pitches. Our average diagnostic visit is 45 minutes; our competitors' free "estimates" average 12 minutes.
Drain cleaning pricing
Drain cleaning is our most common service call. Pricing depends on three factors: which drain is clogged, how severe the clog is, and whether a camera inspection reveals a larger issue (root intrusion, broken pipe, belly in the line) that needs more than a snake.

All drain cleaning services include a 90-day clog-free guarantee. If the same drain clogs again within 90 days for the same reason, we return and clear it at no charge. The only exception is root intrusion β roots regrow, and we'll be upfront if that's what you're dealing with.

Water heater pricing has the widest range of any residential service because the unit itself is a major variable. A 40-gallon electric tank from a big-box store is $680; a Navien NPE-240A condensing tankless is $2,400. Labor, gas line upgrades, venting modifications, and LADBS permit fees layer on top.

Sewer line work is the most variable category in our price book. A simple root cutting at a single joint might be $289; a full trenchless pipe-burst replacement of 80 feet of clay tile lateral can be $14,000+. The camera inspection we include with every sewer call is what determines where you land.

Repipe pricing depends on home size (number of bathrooms and fixture count), material choice (PEX-A vs. copper), and whether the home has a slab foundation with under-slab lines that need to be rerouted above-ground.

LA-specific factors that move your price
Every pricing range above has a high and low end for a reason. These six factors are what push LA quotes up or down:
1. Home age and construction
Pre-1970 LA homes often have galvanized steel pipes, plaster walls (vs. drywall), and lathe-and-plaster ceilings β all of which are slower and more expensive to work around than modern construction. Spanish-style hillside homes in Silver Lake and Los Feliz also have limited crawlspace access, which adds labor time.
2. Slab vs. raised foundation
Post-war slab-on-grade homes β the majority in the San Fernando Valley, Long Beach, and much of Pasadena β require concrete cutting and restoration for any under-slab work. Raised-foundation homes with accessible crawlspaces are significantly cheaper to work on.
3. Permit jurisdiction
LADBS permits run $120β$480 depending on scope. Incorporated cities like Beverly Hills, Santa Monica, and Pasadena have their own building departments with different fee schedules and inspection requirements. We handle all permit coordination at no additional charge.
4. Gas line capacity
Tankless water heaters and high-BTU appliances often require a gas line upgrade from ΒΎ" to 1ΒΌ". The cost depends on the length of the run from the meter to the appliance β $450 for a 15-foot run, up to $2,200+ for long runs across large homes.
5. HOA and condo requirements
High-rise condos and HOA-managed buildings often require after-hours work (6pmβ10pm or weekends), elevator reservations, and certificates of insurance naming the HOA as additional insured. After-hours labor carries a 25% premium at Pacific Line; some competitors charge 50%+.
6. Emergency vs. scheduled service
Emergency service (nights, weekends, holidays) carries a $149 after-hours dispatch fee on top of standard pricing. Scheduled same-day service during business hours (6amβ6pm, MonβSat) is at standard rates. Sunday scheduled service is at standard rates with no premium.
How to compare plumbing quotes (without getting burned)
If you're getting three quotes for the same job, here's how to tell which one is real and which one is about to balloon:
Red flag #1: No written estimate
Verbal estimates aren't enforceable. Any plumber who won't put the price in writing before starting work is reserving the right to raise it later. Insist on a written, itemized quote with labor, materials, permit fees, and a clear scope of work.
Red flag #2: "We'll know more once we open the wall"
Sometimes true β but a thorough diagnostic with camera inspection catches 90% of surprises before any demolition happens. If a plumber quotes low and then triples the price mid-job, that's a business model, not a surprise.
Red flag #3: No permit included
Water heater replacements, repipes, sewer line work, and gas line work all require LADBS or municipal permits in Los Angeles. A plumber who offers to "skip the permit" is asking you to take on liability β and may void your homeowner's insurance if the work fails. Confirm permits are included in every quote you compare.
Red flag #4: No license number
Every CSLB-licensed plumber must display their license number on their truck, website, and estimate. Verify it at cslb.ca.gov β if the license is expired, suspended, or doesn't match the company name, walk away.
Red flag #5: Cash-only discounts

It shouldn't be β and it rarely is. Our flat-rate quotes are binding: you pay the quoted price unless the scope of work changes at your request or we discover something during the job that was not reasonably detectable during the diagnostic (e.g., a hidden leak behind a finished wall). If a scope change is needed, we stop work, document the new issue with photos, present a revised written estimate, and only proceed with your approval.
